Regional perimeters

Priority neighbourhoods

There is no single federal list of « priority neighbourhoods » in Belgium. Each Region defines its own perimeters and instruments: ZRU (Brussels) ≠ ZIP ≠ PDU (Wallonia) ≠ kwetsbare buurten ≠ wijkverbeteringscontracten (Flanders).

This module documents the perimeters published by name by each Region. It is not a federal list like the French QPV, and the instruments are not interchangeable (ZRU ≠ ZIP ≠ PDU ≠ kwetsbare buurten ≠ wijkverbetering).

Instruments

  • Zone de Revitalisation Urbaine (ZRU 2026)(Brussels-Capital) · 208 perimeters · 18 municipalities

    Périmètre d’intervention prioritaire de la Région de Bruxelles-Capitale (ordonnance organique de la revitalisation urbaine). Révision 2026 : arrêté du 23 juillet 2026. Instrument régional distinct des ZIP wallonnes et des kwetsbare buurten flamandes.

  • Quartiers prioritaires PDU (grandes villes)(Wallonia) · 10 perimeters · 7 municipalities

    Politique des grandes villes / Programmes de développement urbain (CDLD). Chaque ville définit ses propres quartiers - pas d’invention lorsque la source n’est pas extraite (« à définir »).

  • Zones d’Initiative Privilégiée (ZIP)(Wallonia) · 66 perimeters · 34 municipalities

    Référentiel spatial historique wallon (AGW 7 juillet 1994 / CWATUPE). Quatre types (I-IV). Distinct des quartiers prioritaires PDU des grandes villes.

  • Kwetsbare buurten (Steunpunt Wonen 2021)(Flanders) · 483 perimeters · 97 municipalities

    Étude scientifique (pas un équivalent réglementaire d’une ZRU). Score synthèse ≥5/8 indicateurs (top 15 % le plus défavorable). Distinct des wijkverbeteringscontracten.

  • Wijkverbeteringscontracten(Flanders) · 11 perimeters · 11 municipalities

    Sélection politique (appel à projets Vlaamse Veerkracht) - 11 wijken. N’équivaut pas à la liste scientifique des kwetsbare buurten.

Methodological note

  • No federal QPV list: Belgium publishes no single equivalent of the priority neighbourhoods of French urban policy.
  • Distinct instruments: ZRU (Brussels) ≠ ZIP ≠ PDU (Wallonia) ≠ kwetsbare buurten ≠ wijkverbeteringscontracten (Flanders). Do not merge them.
  • Nothing invented: only names found in the sources are listed; « to be defined » / empty cells stay empty.
  • Brussels sector codes: absent from the 2026 ZRU note → shown as « unavailable », never invented (to be checked in BruGIS / Neighbourhood Monitoring).
  • Technical chain: regional Excel → JSON seed → SQL migration. Details also on /methodologie.
  • Language: perimeter names, descriptions, criteria and source titles are shown in the language of the source.
